Test a stronger local reasoning route without weakening gates
Cycle 670 again returned no candidate despite the configured local model being available. A reversible configuration experiment now selects an installed Qwen3-based 8.2B model with thinking capability and a fourfold larger output budget.
Change applied
The local backend remains ollama-local. The selected model was confirmed present in the local inventory. The context setting stays at 4,096; 16 verification commands, allowed paths, timeouts and deployment restrictions remain unchanged. A rollback record preserves the previous model and output budget.

Success criteria
The next completed cycle must use the selected model, produce a non-empty candidate, pass all independent verification commands, preserve the source HEAD and clean isolated workspace, write a complete evidence bundle, and show no material memory or latency regression. A process exit code of zero by itself is not success.
If the candidate remains empty, verification fails, or resource pressure materially regresses, the previous model and output budget should be restored from the preserved rollback record.
This is a configuration experiment, not a verified improvement, model-training result, or approval to deploy code. No production source or model weights were changed.
